| 内容記述 | Japan’s pursuit of counterstrike capability underscores the tension between constitutional limits, strategic doctrine, and international law. While reinterpretations of Article 9—most notably the 2015 security legislation—have expanded the scope of self-defense, whether counterstrike measures remain consistent with the Exclusively Defense-Oriented Policy (EDOP) is contested. Historical debates from Nakasone to Kishida reveal persistent struggles to reconcile defensive principles with evolving security needs. International law adds further complexity, requiring strict adherence to necessity, proportionality, and evidentiary proof under Article 51 of the UN Charter. Ultimately, counterstrike capability represents not a mere technical adjustment but a fundamental test of Japan’s constitutional order and credibility in the Indo-Pacific. | |||||||
