The Pol Pot regime (Dcmocratic Kampuchea=DK) was forced to abandon the capital but continued anti-Vietnamese resistance activities in the western mountains and Thai border areas. Despite thcir common distate for the Communist DK (Khicu Samphan regime from December 1979), the Western powers and ASEAN continued to recognize it as the only legitimate government of Cambodia. From autumn of 1980 onward, the ASEAN states and China, the DK's most important supporter, took the initiative to promotc the formation of aunited fピont of three anti-Victnamcse Cambodian resistancc groups-DK (Khmer Rouge) and non-Communist groups such as Son Sann's faction (KPNLF) and Princc Sihanouk, s supporters (FUNCINPEG) . The Coalition Government of Democratic Kampuchea (CGDK) was fbrmed on 22 June 1982. Prince Norodom Sihanouk was appointed president, Khieu Samphan, the nominal Khmer Rouge leader, was named vice-president in charge of foreign affairs, and Son Sann prime minister. The new Coalition government gained a significant victory on the issue of Cambodian credentials at the UN General Assembly. It further consolidated its international support with the General Assembly's acceptance of the ASEAN resolution on withdrawal of foreign troops from Cambodia. Subsequently, the CGDK has increased in strength, accepting further military and economic aids from many countries including China and ASEAN states. Relations between the KPNLF and the Sihanoukists faction in the Coalition improved markedly during 1983-84. In contrast, relations between these two non-Communist factions and the Khmer Rouge remained unstable. On the other hand, the Vietnamese and the PRK have endeavoured, in recent years, to maintain the illusion that a normal and indcpendently functioning administration exists in Phnom Penh. Nevertheless, many Cambodians, including officials of the Heng Samrin regime itself, have been prepared to air their dissatisfaction with Vietnamese rule. The Vietnamese who liberated them from the brutal excesses of the Pol Pot regime, are nOw inCreaSingly Seen as colonizers.
